Professional Expertise

As a government contractor, Doug has served in business development and capture management roles where he has driven success in contract wins as well as the onsite Program Manager (PM) for various federal government contracts. This includes serving as the PM for the Office of Personnel Management’s (OPM) Center of Leadership Development Program and the Department of Labor’s VETS TAP Program.

Currently, as Vice President of Shipley’s Training Division, Doug’s responsibilities range from spearheading Shipley’s business development, capture management, proposal management, and designing and developing curriculum to serving as a senior Master Instructor, leveraging his deep expertise to elevate organizational capabilities.

Education and Training

Doug holds a Master of Business Administration from Brandman University, a Bachelor of Arts from the University of Maryland, and a Graduate Certificate in Applied Data Science from Syracuse University. He is also a certified Master Instructor (U.S. Army), Senior Instructor (U.S. Air Force), and Course Developer (U.S. Air Force), underscoring his commitment to excellence in training and professional development leadership.

Military Service

A retired U.S. Army Master Sergeant, Doug led and oversaw critical missions supporting international objectives, including the Iraqi Center of Excellence and Electronic Warfare Voice Intercept operations (Korea).
